1. Confirm employer and sector eligibility
The Malaysian employer confirms its legal identity, permitted activity, worksite, sector classification and current quota or application position with the responsible authorities. PSFM does not substitute for government approval.
2. Approve the manpower demand
The employer issues one controlled brief covering roles, headcount, tasks, experience, salary, deductions, benefits, hours, shifts, accommodation, transport, insurance, contract, interview and target dates.
3. Define sourcing and assessment
PSFM maps essential criteria, evidence and any trade test to each role. Candidates are screened against the same approved standard and no vacancy is advertised beyond the verified demand.
4. Conduct employer selection
The employer or authorised panel interviews and selects candidates. Decisions, scores, conditions and reserve status should be documented to prevent substitution or unexplained changes.
5. Coordinate documents and medical readiness
Selected candidates prepare valid identity and experience documents and follow the applicable medical and official process. A medical appointment or document collection is not a visa promise.
6. Complete authority-controlled steps
Quota, VDR, entry visa, Bangladesh clearance, arrival and VP(TE) steps remain subject to the rules and approvals in force. Responsibilities and document custody should be recorded.
7. Arrival, induction and welfare
The employer receives workers through approved arrangements, completes required medical and pass steps, provides contract-consistent work and welfare, and maintains a grievance and emergency route.

The bilateral reopening has been announced, but an official Bangladesh ministry update published on 28 August 2026 still described the market as set to reopen soon and told workers to wait for an official notice before paying money, undergoing medical examinations or submitting passports. Which Malaysia sectors are covered by this cluster?
The Malaysian Immigration Department identifies manufacturing, construction, agriculture, plantation and services as approved foreign-worker sectors. Each employer requirement remains subject to the sector, quota, source-country, immigration, medical and other rules in force when the application is made.
