July-August 2026 evidence chronology

The dates below describe separate source and verification events. They do not mean that PSFM published this guide in July, and they do not turn an announced resumption into an operational intake route.

What Announced means for Malaysian employers

Announced means an employer can prepare a compliant workforce brief and supporting documents, but PSFM will not describe recruitment as operationally open until an implementing authority publishes an active route, effective date and actionable process. Employer quota, Section 60K approval, authorised channel participation, immigration steps, medical requirements and candidate eligibility remain authority-controlled.

  • Prepare the business case, role descriptions and workforce plan without advertising a live vacancy unless verified demand exists.
  • Confirm the employer entity, worksite, sector or subsector and occupation against the rules in force.
  • Keep candidate communication conditional and never promise quota, visa, salary approval, travel or deployment.
  • Recheck the permanent PSFM status page before interviews, document collection or payment discussions.

Five-sector employer planning map

Malaysia Immigration identifies construction, services, agriculture, manufacturing and plantation within the foreign-worker framework. The sector label alone does not approve every employer activity, service subsector or occupation, so each demand must be checked at employer and role level.

Build the employer demand brief before sourcing

A professional demand starts with operating facts rather than a broad request for workers. PSFM needs enough detail to understand the work, screen against observable criteria and keep the employer and candidate funnels separate.

  • Legal company name, registration details, authorised contact and exact Malaysian work location.
  • Verified sector or subsector, project or facility type, job titles, headcount and reporting structure.
  • Role duties, experience level, language needs, assessment method and any safety-critical failure points.
  • Basic salary, overtime basis, lawful deductions, working hours, rest days, shift pattern and contract duration.
  • Accommodation, food, transport, PPE, medical or insurance arrangements and grievance contacts.
  • Interview method, selection authority, target timeline and documents already approved or still pending.

Translate each role into evidence-led screening

Screening should test the employer's actual task and risk profile. A generic trade label or certificate is not enough. The employer should approve the assessment pack, scoring threshold, safety stop conditions and panel responsibilities before candidates are invited.

  • Use identity, experience and reference checks that are proportionate to the role.
  • Assess practical steps with safe equipment, realistic materials and an observable scoring sheet.
  • Separate safety-critical failures from speed, productivity and workmanship scores.
  • Record who assessed each candidate, what evidence was reviewed and why a selection decision was made.
  • Do not test a helper as an independent licensed technician or imply duties outside the approved role.

Disclose employment terms before candidate consent

The offer information should be complete enough for a candidate to make an informed decision. Salary wording must identify the basic rate separately from variable overtime or allowances, while deductions and worker-paid costs require a lawful basis and clear explanation.

  • Basic salary, pay frequency, overtime rate and approval method, allowances and payslip process.
  • Normal hours, shift rotation, rest day, public-holiday treatment and attendance rules.
  • Accommodation location and standard, occupancy, utilities, transport, meals and any lawful charge.
  • PPE issue and replacement, medical or insurance arrangements, contract duration and worksite transfer controls.
  • Confidential grievance route, escalation outside direct supervision and a clear ban on retaliation or passport withholding.

Keep the official process employer-led

Malaysia Immigration and JTKSM describe employer-side requirements including prior approval and immigration controls. The exact order, responsible channel and documents must be checked against current official instructions before recruitment activity proceeds.

Responsibility boundaries for an employer-led Malaysia recruitment process
Control pointEmployer responsibilityPSFM coordination boundary
Section 60K and employer eligibilityObtain and retain the required employer approval and support evidence.Review the brief for completeness; do not represent approval as granted.
Quota and occupationConfirm the approved sector, subsector, occupation and headcount.Keep sourcing conditional until the authorised route is verified.
VDR, VP(TE) and immigrationFollow the current Malaysian authority process and effective requirements.Track readiness only; never guarantee an immigration outcome.
Medical and source-country stepsUse the authorised medical and recruitment process applicable at that time.Communicate verified requirements without inventing fees or timelines.

Plan worker protection as an operating requirement

Ethical recruitment is not a statement placed at the end of a page. It should be visible in the approved contract, cost allocation, document-custody practice, housing plan, payroll controls and grievance response after arrival.

  • Validate employer identity and the authorised signatory before candidate communication.
  • Provide the same core terms in recruitment materials, interviews, contracts and arrival orientation.
  • Record recruitment-cost responsibilities and reject payments to unverified persons or social-media intermediaries.
  • Inspect accommodation and transport arrangements before mobilisation and again after arrival.
  • Name payroll, welfare, safety and grievance owners with response and corrective-action records.

Use a controlled batch timeline

Employers should work backwards from operational need while allowing official approvals, sourcing, assessment, document readiness and travel arrangements to follow the lawful process. No public timeline should be presented as guaranteed.

  • Gate 1: employer entity, worksite, sector, role, terms and required approvals documented.
  • Gate 2: assessment pack and candidate communication approved by the employer.
  • Gate 3: shortlist evidence and employment terms reviewed before selection.
  • Gate 4: official documents, medical readiness and authorised processing checked.
  • Gate 5: arrival, induction, housing, payroll and welfare owners confirmed before mobilisation.

Recommended next step for Malaysian employers

Send PSFM Bangladesh a structured employer demand covering the company, worksite, sector, roles, headcount, assessment criteria and complete employment terms. PSFM will review the brief as a planning and readiness enquiry. Submission does not confirm quota, active intake, agency participation, visa approval or deployment.

Prepare the manpower demand before PSFM starts recruitment coordination.

Use this checklist to prepare employer demand for Malaysia, Saudi Arabia, GCC and verified international route discussions.

  • Destination country and city, company contact, project or operation type, and worksite
  • Worker category, job titles, headcount, role duties, experience level and trade-test needs
  • Pay range, benefits, accommodation, food, transport, medical, insurance and contract duration
  • Interview method, selection authority, target timeline and readiness milestones
  • Compliance note: no job, visa, salary, travel, or deployment guarantee is promised

Common recruitment questions

Is Bangladesh overseas recruitment for Malaysia operationally open?

PSFM currently classifies the status as Announced — Awaiting Operational Confirmation. An implementing authority must publish an active route, effective date and actionable process before PSFM describes intake as operationally confirmed.

Which Malaysia sectors can an employer plan for?

Malaysia Immigration identifies construction, services, agriculture, manufacturing and plantation within the foreign-worker framework. Employer activity, subsector, occupation, quota and current process eligibility still require official verification.

Can an employer submit demand while the status is Announced?

Yes, an employer can submit a planning and readiness brief. PSFM will not present that submission as an approved vacancy, quota, visa or deployment instruction.

Why does the guide show both July and August 2026 dates?

30 July and 4 August are source publication dates for separate Bangladesh announcements. 22 August is PSFM's verification and publication date for this original guide. The dates are not interchangeable and are not artificially refreshed.

What should an employer send first?

Send the legal company and worksite details, verified sector or subsector, job titles, headcount, duties, experience, assessment criteria, salary and overtime basis, shifts, accommodation, transport, benefits, interview method and target timeline.

Submit your Malaysia manpower requirement from Bangladesh.
