PSFM Bangladesh overseas recruitment

Design the construction crew before requesting Bangladeshi workers for Malaysia.

Headcount becomes useful only when each trade, helper, supervisor interface and project phase is tied to defined work and measurable selection criteria.

Start with quantities and sequence

Translate foundations, structure, masonry, MEP, finishes and handover into dated work packages. Record quantities, locations, access, materials and interfaces before deciding whether the need is for masons, carpenters, steel fixers, welders, MEP trades or approved support roles.

Separate independent trades from assistance

For each role, state which tasks may be completed independently, which require supervision and which are prohibited. This prevents a generic helper title from concealing skilled, licensed or high-risk duties that were never assessed.

Map the crew decision matrix

Use a role matrix that links headcount, task, experience evidence, practical test, tools, drawings, productivity measure, safety gate and reporting line. Review the matrix with project operations and HSE before candidate sourcing begins.

Plan material and access constraints

Productivity depends on cranes, hoists, storage, material delivery, scaffolds, permits and release of work fronts. Employers should distinguish worker capability from delays created by site conditions and avoid unsupported output promises in the demand.

Build a reserve without double-promising

If the employer needs reserve candidates, approve the number, validity period, replacement triggers and communication wording. Reserve status is not selection and must not be presented as a job, document-processing or travel guarantee.

Close the brief with employment terms

Align every role with salary range, overtime basis, shifts, accommodation, food, transport, PPE, insurance, contract duration and work location. PSFM can then source and score against one controlled version of the employer brief.

Role-control matrix for employer approval

Use this matrix to align operations, recruitment and the assessment panel before any candidate invitation. Replace the examples with the employer's verified worksite evidence and retain the approved version with the manpower brief.

Evidence the employer should provide to PSFM

The recruitment desk needs operating evidence, not only a role label or headcount. These inputs let PSFM build a shortlist and interview pack without inventing duties, conditions or approvals.

  • Dated construction programme showing when each work package and trade crew is actually required.
  • Role schedule separating independent trades, semi-skilled assistants, approved support workers and supervisors.
  • Available tools, plant, scaffold, hoist, storage and material-delivery assumptions that affect achievable output.
  • Employment-term sheet by role covering salary, overtime, shift, accommodation, transport, PPE and contract duration.

Go/no-go questions before sourcing starts

HR, operations, safety and the authorized signatory should resolve these questions together. An unresolved critical control means the demand remains in preparation rather than moving to candidate communication.

  • Does every headcount line map to a released work package, location and responsible supervisor?
  • Can operations explain how site constraints are separated from individual productivity assessment?
  • Are reserve-candidate numbers and communication rules approved without double-promising selection?
  • Have procurement, project operations and HSE signed the same controlled manpower brief?

Prepare the manpower demand before PSFM starts recruitment coordination.

Use this checklist to prepare employer demand for Malaysia, Saudi Arabia, GCC and verified international route discussions.

  • Destination country and city, company contact, project or operation type, and worksite
  • Worker category, job titles, headcount, role duties, experience level and trade-test needs
  • Pay range, benefits, accommodation, food, transport, medical, insurance and contract duration
  • Interview method, selection authority, target timeline and readiness milestones
  • Compliance note: no job, visa, salary, travel, or deployment guarantee is promised

Common recruitment questions

Can PSFM recommend a fixed skilled-worker-to-helper ratio?

No universal ratio is responsible. Crew composition depends on drawings, method, equipment, productivity targets, site logistics, supervision, safety controls and the employer's approved roles.

Does this planning guide confirm that the role is currently approved or available?

No. It is an employer planning guide. The employer's activity, sector or subsector, occupation, quota position and active recruitment route must be verified with the responsible authorities before sourcing or vacancy communication.

What should a Malaysian employer send PSFM before candidate screening?

Send the legal company details, Malaysian worksite, verified sector or subsector, role descriptions, headcount, assessment criteria, salary and overtime basis, shifts, accommodation, transport, benefits, contract duration, interview method and target timeline.

Does PSFM guarantee a worker, quota, visa, salary, travel or deployment date?

No. PSFM coordinates employer-demand review and recruitment readiness only. Every outcome remains subject to verified demand, candidate suitability and the Malaysian and Bangladesh requirements and approvals in force.
